According to a document released by the Southern Nevada Tourism and Infrastructure Committee (SNTIC) last year, “Any proposed new or altered structures within the United States that would extend 200 or more feet above ground level, or be placed within certain vertical slopes in relation to nearby airport runways,must first undergo a comprehensive federal review process to assess potential effects onlocal air traffic operations and safety.” This rule impacted the planned UNLV Mega Events Center in 2013, when the FAA stepped in an slapped a height-reduction request on stadium planners. They responded with a counter: a plan to put the stadium 30 feet below ground, thus getting below the height limit. The Raiders have not shown a similar counter plan to date. Moreover, the site at Russell Road and Interstate 15 is within what is called an airport departure path using runways 25R and 25 L. At present, there are only two buildings in that path or directly next to it that are over the FAA's current height-limit of 200 feet: Mandalay Bay and Luxor – the planned stadium would be a full city block closer to the path. The Russell Road site is just diagonally across Interstate 15 from the other desired Bali Hi site that Southwest Airlines expressed dismay over. But that was before the NFL gave its approval for the Raiders to relocate to Las Vegas from Oakland. Now, it's not known what Southwest's position is, but one thing is certain: the FAA office evaluating the Raiders plans is in Phoenix, not Sin City. Stay tuned. .
