City Of Oakland Allows Illegal 911 Noise Complaints The City of Oakland is allowing illegal 911 noise complaints to be done without writing citations to stop the action. A recent noise complaint against a church in West Oakland was done as a 911 call and in direct violation of California Penal Code Section 148.3 which prohibits use of the Emergency Call System for non-emergency matters. The crime is a misdemeanor itself and punishable up to six months in jail. With that the City of Oakland has done nothing at all to stop an action that is wasting tax dollars. But it does leave itself wide open to a giant civil rights lawsuit.
